Do I need padding when creating a responsive site layout?

I wondered if indents from the borders are needed when creating a layout for an adaptive site with the following dimensions:
320px - mobile
480px - mobile
768px - tablets
1024px - tablets, netbooks
1280px and more - personal computers.
Those. I will not put elements close to the borders. Or is it all taken into account?

Easier than simple - use the bootstrap grid - it will be clear with indents
