Good day. There is a personal blog focused on the CIS countries (Russian speakers). Do I need to set notifications about the use of cookies on such a blog? I found information only about what is needed if Google Analytics is used. And if a metric from Yandex is used, is this notification also needed? If so, what should be written there?

This is a European GDPR requirement .
If your audience is not from the European Union, and the service is not in EU jurisdiction, then it does not matter.
