Do I need any special rights to create a script that works with data on the SD card?

Bottom line - There are medical-related laptops from the organization we work with in a couple of places, so they are encrypted. The rights of users are also severely limited, so that they would not bring the byaku. You can simply run programs that are already installed, work with a browser and documents.
Task - SD cards with the necessary information will be brought to these places. SD cards will be connected through an SD reader or a built-in reader in a laptop. We want to have a script / software that will run after clicking on the icon or have a minimal interface like a single download button and a progress bar. The script will scan the top folders by name in all directories. When you find the directory with the sd card (the folders on the sd will always be named the same), automatically take these files and upload them to our azure cloud.
Question - Since before you start development, you need to get access to the installation of the program, and this is a tedious and long process. Is it possible to make a script valid in PowerShell or any other language for this task that doesn't require permissions? Those. even on such laptops it will be possible to launch by clicking on the icon. Or all the same, to work with local data (a connected SD card), do you need special user rights?
