Do I need an MS account?

Hello.
I decided to streamline my knowledge in my head (it’s more correct to say porridge).
So, there is a bunch of entities: msdn subscription, studio, windbg, ms account. Some of the entities are supposed.

The article says "you can just sign in with a valid Visual Studio subscription".
And here it is not very clear: in order to make a sing in, you must, apparently, register. Do I need to run to the owner of the subscription with this request? Register yourself? How are relations with MS generally built, provided that there is a subscription, as it were? Is there some kind of magical admin who rules this, and which side should they be on? (From the MS side or from the subscription owner's side?)
