Do I need a WiFi controller for two Cisco access points?

There are two Cisco WAP150 access points (To be honest, I'm still disappointed in them, the speed and range are not up to the "home" kinetics, but I hope that I didn't smoke the manual or misdirected the router)

The bottom line is that I want to set up a mesh network from them . The built-in functionality allows you to combine these points into a cluster, but this is "not at all" - the devices are reconnected with a delay. As I understand it, I need to configure Fast Roaming, but it looks like it needs a Wi-Fi controller. Which one specifically, is it mandatory for Cisco and is it possible to get by with a software solution? Well, in general, help with advice on how to justify the high costs of this equipment

We read and adjust. Roaming will work without a controller, you forget about roaming conditions. If you squeezed out the maximum power on the point, then the client will not switch to another point as long as he hears the current one well.
