No

Skills are important for a programmer.
But if there are no skills, then you need it.
Specifically, in your case, a diploma is needed - since information search skills are very important for a programmer.

In most cases, they do not look at the diploma.
However, it is impossible not to mention that in some areas they still pay attention to the presence of a diploma and where it was received. Because a background for a programmer in the form of a higher mathematical education can be critical in such areas as statistics, analytics and forecasts, optimization, encryption, security, information compression, etc.
Well, it was mentioned above that it can be critical for career growth. Especially the presence of several higher educations in related areas.

If you have knowledge, a diploma is not needed because there are not enough programmers. And if there is no knowledge, then a diploma will not help.

Is a diploma like toilet paper?
If in Russia, then yes.
But if you want to get a job outside of Russia, then you need it.

A diploma is still highly desirable, there may not be any career growth without it

For 8 years I worked with a fellow programmer who graduated from the university in metallurgy. He achieved everything himself and no one anywhere asked him for a diploma. Nugget, cool special.
The interview is an indicator of your knowledge, everything else is luck.

Previously, a diploma was not required almost anywhere.
However, now more and more good positions require a diploma in the specialty.
Nothing prevents you from getting a job and studying part-time - a diploma will definitely not be superfluous

The diploma can be useful for work in government agencies and for obtaining a work visa. For commercial organizations in Russia, most likely, it is not needed, but it is not known how long they have left to exist.

Its presence is almost always asked, and if it is (most likely no one will ever watch it), then a lot of unnecessary questions immediately disappear.
In general, it is not needed, but it is much easier with it.
