Do I need a close button in the modal window?

I wondered if the Close button in the modal window is needed at all from the point of view of an ordinary user!?
The window appears when the user clicks on the button (callback, etc.), and is closed either by clicking on any part of the background outside the form, or by submitting the completed form. Some windows are obtrusively opened and shown to the user once a month after some time when trying to close the tab, but do not prevent it from closing.
The considerations in this regard are twofold. If you do not make a close button, then some people will have difficulty understanding how to close the window, but the window is made to attract the attention of a person and at least somehow stimulate him to the desired action. Theoretically, it is possible that some person simply does not understand how to close the window and leaves the site with the deepest feeling of dislike for this circumstance, but in the depths of the soul there is a hope that not everything is so bad and people understand how to close the window.
What are your thoughts on this issue and, perhaps, there are practical, battle-tested recommendations?
