I want to make a theme for CMS nopCommerce according to the HTML template I bought from the author. Can you please tell me if I have the right to sell this theme on Themeforest?

seems to me that no. But it depends on the terms of sale of the template to you by the author. If possible, contact him and clarify so that everything is resolved for sure :)

On temporest it is done like this: you write to the author of the template, supposedly sell me the rights to some CMS (Magento, OpenCart), he writes his price, for example Magento and OpenCart will cost $1400. You pay and put it on the market. ALL!
