Do foreign CDNs work just as fast?

As far as I understand cdn correctly, it's just the distribution of a file from the person closest to you.
Does it work the same in Russia?
Wouldn't it be faster to get a file from a hosting in Moscow time than via cdn from a person from Moscow time?
We are talking about connecting scripts and styles to the project via cdn.

The speed of receiving a file from a hosting in Moscow time depends on the number of hops and the quality of the communication lines between hops on the way from hosting to a person
. If their closest hosting is closer to a person than regular hosting, then CDN will be faster

CDN distributes not from people, but from servers. Servers are distributed around the world.

To be honest - according to the experience of using and testing - this CDN is never needed anywhere (except for huge projects with their own distributed servers)
