Distortion of character input in the terminal session - what is it?

I observe something strange: I attached a magnetic card reader (USB MSR cardreader), and I see how it works in the terminal session. Everything works fine locally. But in the terminal... the prefix characters get mangled quite often; and if the terminal window works on fullscreen, then suffixes are always distorted.
Example: locally the card reader always reads the following information: ;2222?
Here is what is caught in the terminal running in the window:
;2222?
;2222?
+2222? < -- bug
;2222?
;2222?
And here is what is caught in the terminal running in full screen:
;2222/
;2222/
;2222/
;2222/
Actually, wtf, why such distortions?

There was an opinion that this behavior of the terminal depends on the combo box "use Windows keyboard shortcuts" - by default, they are transmitted in full-screen mode, and are not transmitted in the window. But where does the card reader get... service symbols?
