Disk Utility won't start with cmd+r command on MacBook, how to demolish everything?

There is a MacBook Pro 15 09-11, I don’t know for sure. It has Hight Sierra on it, any update ends with an error, I want to completely format it and reinstall the system, but bad luck: the disk utility simply does not start. I tried cmd + r or via the Internet, but the effect is zero. How to reinstall the system?
