Hello, there is a provider to which I connect via vpn, there is a second provider to which I also connect via vpn over the first one. Sometimes the 2nd provider disconnects the connection, tell me the utility that will stop the Internet after the second provider disconnects.

As an option (although Artem’s suggestion is better, I think), you can simply create a script that will check the status of the VPN once a minute and, in which case, direct everything to 127,0,0,1.
