Tell me a simple way to organize a subject so that you can receive calls on your computer, and also forward them to a mobile phone if necessary.

Sipnet is probably the most popular in Russia.
There is a direct number and call forwarding .

The subject is different.
For example , Zadarma offers 4 options for a Moscow number:
1. mobile Moscow - free of charge
2. landline in code 498 - $
3 3. landline in code 499 - $
4 4. landline in code 495 - $ 17
For every taste :)
Call forwarding can be unconditional ( all calls to the phone) and sometimes conditional (the computer is turned off - calls to the mobile).
Both options are available and easy to turn on.
Well, and all sorts of free bows like PBX and 100 outgoing minutes.
