DigitalOcean in Amsterdam: why did the ping increase and the speed dropped?

Friends, I am sure that among those present at the Toaster there are many who keep servers on DigitalOcean.
And so I want to ask: do you have problems with DO (AMS1)?
The fact is that before the ping to my server was 50-60 ms. Now 100-120ms.
The download speed used to be up to 3 megabytes / s, now it is a miserable 100-200 kilobytes / s.
I don’t know who to blame: Beeline or DO?
I'm more inclined towards Beeline.

Run the WinMTR tracer and see where the brakes start.

Checked now - ping as it was, and remained 50-60 ms. I haven't tried uploading/downloading anything.

The problem was in Beeline.
