A standard requirement for almost all hosts, if payment is not via PayPal. It is cheaper for a hoster to lose a few paranoid customers than to deal with spammers who pay for services with stolen cards later.

The claim is 100% correct. This is their service. If you do not like the requirement, then you can go to another host. They need proof of your identity, they requested it. I do not like? Go to another place.

They didn't ask for anything at all.
The form could be filled with semi-fake data, a link to twitter or facebook could be given, that's the problem ...
And so they aroused unnecessary suspicion.
Hetzner for example requires a passport photo and card for all new users. So they fight using stolen cards.
