Differentiation of access rights to the exel document. How to set permissions on a line?

Hello! There is a table in Microsoft Excel. It records the results of laboratory measurements. One line - one entry. It is necessary to eliminate the problem of editing other people's results by laboratory staff.
Looking for:
1) either a tool that allows you to see a detailed log of operations. At least with the date and time of the change. Ideally, with the account name windows.
2) a way to prohibit editing a line with a binding to an account. Anyone can edit an empty line, but after filling it, prohibit editing it from under other accounts.

There is a changelog there, but it's very easy to turn it off.
Access rights are limited by sheets or by specific ranges

You can allocate a sheet for each user for his personal records, and collect a common sheet with a pivot table.
well, or switch from excel to google docs)
