A conventional printer has a processor, RAM, ROM, in fact it is a separate (and rather powerful) computer with additional mechanics that processes the print job, converts, for example, PS into a format understandable to the printer, selects fonts, and so on and so forth. This is a rather resource-intensive process.
In the Win-printer, instead of a computer, it's just a joke, and all operations for preparing and processing a print job are taken over by the driver on the user's PC. Drivers, as you understand, are only for Windows, because the manufacturer is not exclusively interested in Linux.
That's all.
