Did anyone manage to get a webHook - and in Telegram?

I created a bot in a telegram, generated a self-signed certificate on the server, sent them api.telegram.org/bot_token_/setWebhook with a link to my server and a public key file, in response I received a message that the web hook is installed (WebHook is set).
I launch the tailf command to view the access log to the web server, write something to the bot, there is silence in the logs, and I don’t understand why the telegram doesn’t even knock on the web server, as I understand it, it still had to knock on the server, check the keys, etc.
Has anyone set up all this with their own certificate?

Yes, in the end I had to buy it, it didn’t work out with my signed one.
