DevOps more programmer or system administrator?

Good day! I'm looking through vacancies now and see the following:
Programmer 1:
Skills of a regular proger
Ability to deploy an application on Docker, Ansible, Kubernetes, etc.
Programmer 2:
Backend skills
We will teach you Docker, Ansible, Kubernetes.
DevOps Junior:
Skills middle system administrator
Ability to work with Docker, Ansible, Kubernetes, etc.

Can anyone clarify what this is? DevOps need to admin or code? I'm more of a sysadmin, but I also have the skills of a coder. What set of servers does DevOps have, can someone tell who worked. There are controllers or 1C.
Or is DevOps more of a programmer and better to go into backends?

Initially, DevOps is not a person. This is about the fact that the developer is now responsible not only for the fact that his code works on his machine, but also for how it will reach the user and how it will work.
Now DevOps has become a "fashionable" word for an administrator who knows how to cloud infrastructure and / or write pipelines to build / roll out code.
Here is a good humorous report on the subject

I agree with everyone.
But under the position of a devops, they mean an infrastructural system administrator who knows how to work with CI / CD tools and automation.
