Device toolbar in Google Chrome, the scale is reset when switching between pages of the site, what's the problem?

I have such a question, there is a regular site on html, for different resolutions, their styles are made through media , I registered in the header

<meta name="viewport" content="width=device-width, initial-scale=1">

, I open the device toolbar and in the selected resolution I make a transition to another page and there the site does not seem to scale to the resolution I have chosen from above, it goes beyond the window borders. But, if I turn off the display for mobile devices while staying on the same page and turn it on again, then the site will adjust as it should for the resolution.

Is this a mistake somewhere in the layout or is it a device toolbar bug, who has encountered such a problem?
