Developing an application for many mobile platforms at once?

Do I understand correctly that it is possible to develop an application in HTML5 + ... (css3 + js?), then convert it for iphone, ipad, android and other platforms? And not experience cruel deceptions and disappointments? I would like to understand from the client side.

It's just tempting on the one hand - no need to overpay, on the other - scary.

Also, for example, will it be relatively easy to immediately create more functionality for the ipad than for the iphone version
