Determine the safety of solar panels...?

Yesterday I received solar panels ordered on Ebay a few months ago. Opened them, looked inside and found that almost every panel has about 10% distorted appearance like this:

First time dealing with solar panels. Tell me, who knows, does it make sense to contact the seller for a refund or will it not greatly affect performance?
