Determination of the operator by phone number?

Hello, habrakhabrovtsy.
I lift for the organization of the Asterisk.
To draw up outgoing routing rules, we need to know who we are calling - whether it is a local number or a long-distance number, and if it is local and to a mobile phone, then who is the operator.
In this connection, the question is whether there are any publicly available up- to- date databases for city codes, mobile operator prefixes, or an online service that returns the necessary information upon request.

At one time I solved a similar issue. For city codes, everything is simple - Wikipedia has a Telephone Numbering Plan of Russia , you can rely on the rules for distributing codes by regions and cities described in it. An alternative option is to take the MTT base or another long-distance operator (for example, Rostelecom or Comstar ), which will have to be parsed with pens. But for mobile it is more difficult. Here I found only one way: to parse the pages of operators (the same MTT, for example) and monitor the relevance of the information.
