How and / or where to make a stub for sip?

There are 10sip accounts that require a voice mute. Those. after you call these phone numbers - a certain file was played and the receiver went down. Please help me with how to do this? Are there any solutions on windows, i.e. any software PBX?
I only have windows computers.

You can go the other way: create accounts on the server with asterisk PBX and set up the voice menu there.
