Detailed infoblock page is not displayed?

Good afternoon, I created an infoblock, wrote down the cnc rules there:

URL страницы информационного блока:	#SITE_DIR#/actions/
URL страницы раздела:                                  #SITE_DIR#/actions/#SECTION_CODE_PATH#/
URL страницы детального просмотра:	        #SITE_DIR#/actions/#ELEMENT_CODE#/

I created a page, inserted the news component, configured which infoblock, template,
prescribed CNC rules:

Каталог ЧПУ (относительно корня сайта):    /actions/
Страница раздела:                                         #SECTION_CODE_PATH#/
Страница детального просмотра:                 #SECTION_CODE_PATH#/#ELEMENT_CODE#/

As a result, it does not show the detailed view page, instead - Sitemap (404)
The link to the detailed page is correct:

/actions/code-element (если без раздела)
/actions/section-code/code-element (если с разделом)

What could be the reason?

1) check the closing slashes
2) check urlrewrite.php
3) check if the element is active
4) go to the complex component and see what CNC it substitutes
