Designing for an iOS app?

Good afternoon everyone!
The task is to develop an interface design for an iOS application. In the closest circle of acquaintances, no one did this, so since you have to look for the right person, you want to find out:
who? (need necessarily an interface developer or this task can be thrown to any web designer)
how much? (Is there any established price range and how to measure the cost of a design, in the number of screens for rendering?)

I won't say anything about prices. But it’s not so easy with designers, mobile UX is noticeably different. Most of the web designers that I interviewed for the position of mobile application design do not stick in the difference and make web interfaces stupidly without focusing on the size and proportions.

You can see similar projects on freelance exchanges. But this will be an approximate range.
The cost is different for everyone, but the most common scheme is based on the amount of work performed (prototype, icons, general style, number of screenshots, iterations, etc.).
By skills.
If you want a quality product, then you need an interface designer (a lot of nuances) with experience in mobile development (a lot of nuances), preferably on iOS, because. there are quite a few features (behavior of controls, optimization for Retina, etc.)
