Deploying java on tomcat?

Good afternoon! Please tell me how to deploy the project on Tomcat 8. It costs ubuntu on vps-ke.
Installed, tomcat, it starts. Now I'm trying to send a war-nick there and deploy through manager-app, but it answers, permission denied type. I tried to send war-nick via filezilla to the server. Submitted and now it's in /opt/tomcat/webapps. Then restart Tomcat, and update the manager-app page. The project appears in the list, and then the start is not done. The server.xml has unpackWars=true. What am I doing wrong? What rights are missing? Do I need to write something in the config?

Are you running as root? It seems like the / opt / root directory needs to change the rights to the directory. There was such a problem with jdk android. I just moved it to another directory.
