Deny one domain from indexing so that the second remains available?

There are two domains site.rf and site.ru. Both of them have the same directory. How can I disable site indexing using robots?
Now I’ve inserted it through meta robots
But I wonder if it’s possible through the file itself, for a different domain, to issue your own robots
