Deluge webui plugin create torrent?

Hello everyone, I installed Deluge-webui on Linux ubuntu 12.04 to work with torrent files, (for distribution, for download)
The server does not have a graphical interface, The hardware is located in the data center, I do not want to use deluge-console. is there an option to create torrent files from deluge-webui client?
I saw a picture where there is a "Create" button in deluge-webui: here is the picture that I saw with the "Create" buttons
