Delphi 7 is free?

I am writing a graduation application in Delphi. They said at the department that there could be problems with the defense with one of the teachers, if it turns out that the environment is paid, and I used a pirate, and I did use it. The program has already been written for the most part, there is neither desire nor time to rewrite, what are the solutions? I looked at the embarcadero website, so they don’t even have the 7th version laid out, only XE6, which costs over 1500 rubles, it’s a pity somehow ..

Hardly free.
It itself may not be for sale, but by purchasing the latest version (XE6, but it seems that besides the cheapest edition), you can download and use the old one.
You can try Lazarus, I heard there won't be any big changes required (but I haven't tried it).
Where did you find 1500? If it were 1500, then everyone would buy and not complain about the prices and Embarcaderro policy (lack of express versions, etc., like in VS, even for training), but in my opinion there is at least 7k for a starter.

There is another option to try porting to Lazarus. Only if the project uses database components, then you have to strain.
Embarkadera has another option, that a version is taken for a specific development of the project. I won’t say the exact price, but I remember there was something in the region of 500 per developer. you need to find out from them. It is quite possible that they can provide some version for free.

Delphi 7 is not free. But you can find a free Turbo Delphi 4.0 for students - this is an analogue of Delphi 7. The project is easily transferred if there are no non-standard components.

It's better to use free codetyphon based on lazarus and a bunch of components out of the box that don't even have Delphi 7

Actually, how does the teacher determine that the program is written in a pirated development environment or a licensed one? He is not a law enforcement officer, to get into your computer and check the license (key) - he has no right.
The license is stored in the RCDATA / DVCLAL resource - and then ONLY information that License Valid. You can simply delete this resource and that's it, and then only if absolutely necessary.
So even xe6 can be taken quite safely.
