Embarcadero Delphi TWebBrowser Android&IOS how to upload files?

I use Embarcadero Delphi TWebBrowser in it the site is loaded, on the site there is a standard form in html for file upload. On android and ios, the file selection dialog from the phone gallery is not displayed. If you open the page simply in a mobile browser, then everything is fine.
Maybe what rights should be requested in the application to access files for download?
