On desktop sites, it is forbidden to use "floating" ads, that is, ads that retain their position on the screen when scrolling the page. Mobile sites can run these ads, but only with Google's "bottom fixed ad" format. Independent implementation of such ad units is not allowed, as this does not provide proper quality control.
