Deleted something in Amazon (AWS) called CloudFormation, everything stopped working. Why?

There was one entry, I deleted it. And now the instance does not work, although it exists and ip is attached to it, but it does not let me in either by ip or to the site when I go to this ip.
What is it? And how to restore performance as soon as possible?
(The status of the thing that has now been deleted is DELETE_IN_PROGRESS.) - Maybe somehow you can cancel the action?
