Delayed disk start (lack of power when starting at the same time)?

Is it possible not to run disks simultaneously, but one by one? I also bought an external drive, but there is not enough power. 2 external drives start up at the same time, but if you turn it on alternately, then everything is fine. Is there any way to implement something like this? It is desirable to solve the problem without hubs, pci-e and other physical methods.

It is desirable to solve the problem without hubs, pci-e and other physical methods.
No physical (aka hardware) methods - just write your own motherboard BIOS. And even then it’s not a fact that the motherboard has a hardware ability to control the power of each individual USB port.
But just a hub with external power supply could get rid of the very need for a delayed launch. The food would just be enough.
