How to properly install imagick and link with PHP?
Presently

The latest imagemagick package (8:6.9.10.23+dfsg-2.1) is already installed.

If set like this, then errors of broken packages

Note that "php-imagick" is selected instead of "php7.3-imagick

not feasible, or you are using an unstable version of the distribution where
the packages you requested have not yet been built or have been removed from Incoming.

@neol

You are installing php-imagick from debian 9. Apparently some repository is specified for the old version.
php-imagick for debian 10 lists libmagickcore-6.q16-6 as a dependency, not libmagickcore-6.q16-3.
