Dcraw (libraw) post-processing?

I want to make a small online service for converting raw photos, but besides converting, I want to attach the simplest tools there - white balance, exposure (ideally, contrast, highlights, shadows, crop).
I can't find any documentation on how to do this. I found something on the white balance in the dcraw docks, but I don’t understand how to interpret it into the usual color temperature.

No way. At all.
Because with the same lighting, different cameras have different channel imbalances and, consequently, different WB multipliers.
