DB + Visualization?

Please suggest me the right tool. Preferably web, but also available for PC.
The task is to store and present in a convenient form hierarchical information of such a plan. Let's say there are a number of projects, inside each task (possibly with a budget set for the task), inside the task there is a specification (name, quantity, price, status). It is necessary to be able to see the status of the task at once (fulfillment of the specification), as well as to collect the overall spec for the project as a whole or for a group of projects. Something like this.
Graphic display is welcome.
The bottom line is that you need to start using this tool in a couple of hours. Therefore, writing your own mini-site, for example, is not an option.

You won't be able to start using it in two hours. Even if you take a completely ready-made solution. As far as I understand you need project management. There is a lot of software that allows you to do this. Purely offhand, I can list RedMind, Jira (not quite the same, but worth a look), MS Project and this is a very, very incomplete list. But all these solutions in the box, as a rule, require installation (a day, two) and some integration (a week, a month).

On the 1C: Enterprise platform, such a task can be completed in an hour or two (or faster). In 8.2 there is an option to publish a web client very quickly. The downside is that the platform costs RUR.
