Cyrillic generation in pdf does not work with ILIAS?

In ILIAS, we are trying to generate a certificate for users: instead of Russian words, there are solid pound signs like "#### ### ######".
Has anyone experienced this, I wonder?
Google hasn't been able to figure me out.
As far as I understand, there is a pdf-generating library in the java server that does not include Cyrillic fonts.
There are Java server sources. The problem lies in FO2PDF.java. But I'm not a programmer and I can't figure out where to dig. And I also don’t know how to rebuild the server from source.

I recently encountered a similar problem, but in a PHP library.
It turned out that you need to put a different font during generation.
Try it, it might help
