Cursor control in the browser built into the application?

Hello. How can I embed a browser in a python application (for example, using tkinter) and control the cursor in it?
There must be an application that has a browser window and 5 buttons (4 for control (up, right, down, left) and 1 for pressing). When you press the buttons, the cursor moves.
It would be nice if when the cursor approaches the top or bottom border, the page scrolls.
How can this be done?
