Curl can't connect to server how to fix?

I faced such a problem, my curl gives an error
curl can't connect to host
I have some thoughts from what it could be the same code works on a test server.

Can't connect to host - I can not connect to the host. The server is not running on the host, it is running on the wrong port, the connection is blocked by a firewall, the address is incorrect (if the call is via IP), or the host is tritely turned off.
DNS issues show up as can't resolve host name.

This may be from Curl's bug. Do you offer guessing WITHOUT a code?

try to register DNS on the server manually, then restart puff.
also try increasing the connection timeout.
