CTRL+ALT+T and CTRL+ALT+F2 don't work. What to do?

When I press CTRL+ALT+F2 or CTRL+ALT+T nothing happens. I have Ubuntu 21.10.
On 20.04 everything worked. What to do?
PS I have KDE.

Check that the system has started services getty on tty1, tty2
