CSS editing, can be tracked in opera/chrome?

In firefox, if you edit the css and reload the page, the page is rendered with the new styles. If you restart in the opera - it is displayed with the old styles. Moreover, restarting the browser does not help either. I think it's just a computer.
I tried it in chrome - it also shows the old styles with a reboot ... Is it somehow configurable?

In the settings section of the developer console, check the "Disable cache(while DevTools is open)" checkbox. Refers to opera, crhome, yandex browser - they have one engine.
In general, to reload the page with cache reset, use the combination ctrl + f5
