Crossed work programs Windows 7?

Hi guys, reinstalled Windows 3 times. After installing drivers and software, all programs will not open (Programs have stopped working)
Characteristics
i3100
GT 630
4 GB RAM
Win 7 x64 (Downloaded from the official website and tested on other computers)
what is the reason?
Maybe because of the Driver Pack? (Downloaded the driver from the NVIDIA official site, it is not installed)

Sorry what? In my opinion, your problems are much deeper than "Windows couple is buggy again."
DriverPack - perfect bucket. Why litter a freshly installed Windows?
And where are you chasing the number of reinstallations? Why have I not reinstalled Windows for years and it works stably for me?
Any problems with a PC begin to be solved with hardware diagnostics, and not with reinstalling the OS.

Judging by the wording of your question, you are not aware that support for Win7 has been discontinued for two years now. Completely discontinued, even anti-virus databases for the built-in Defender are not updated. Moreover, MS warned about the termination of support long before the event.
Programs stopped working
Naturally, software and hardware manufacturers immediately stopped updating and making drivers for the "seven" for new equipment. Let's say, if you continue to use Win7 (and no one will force you to drive away from it - use it if you can), then you won't be able to update, for example, the Chrome browser to a modern version - you will get exactly this message: "Work stopped programs".
So your problem, on the one hand, is much deeper than "Windows is buggy" , and on the other hand, it is much simpler.

How to solve this problem?

Azizbek Barotov , I have two options for you:
1. Reinstall Windows again, and this time, install drivers and programs only from official sources (for a video card - from the Nvidia website, for a sound card - from the Realtek website, etc. )
2. Install Windows 10, and thereby, saving yourself from many problems, both current and future.
PS. If, for some reason, you do not want to install Windows 10, then install at least Windows 8.1 (it has extended support until 2023).
