creative T3100 audio system; Not working tweeters?

I got the Creative T3100 Audio System.

I noticed that tweeters do not work there, they are also “tweeters”.
I decided to disassemble the satellites, I saw that there are fuses on the way to the tweeters, one on the left satellite, the other on the wire, respectively. I tried to close the contacts bypassing the fuse - the tweeters successfully earned on one and the other satellites.
Of course, I can solder either the fuses with a soldering iron or directly connect the tweeters, but there is the following question - why could the fuses burn out? Tolley the previous user listened to music very loudly, or a power surge in the network ..?
Or is there another reason?
Do I need to install this fuse, or just close and hammer?
Does anyone have experience repairing audio systems or someone faced this?
I will be grateful for advice.

UPD As I was told, these should not be fuses but capacitors.
nevertheless, why did they fail and are they needed?

I think that they work, you just don’t hear :)
1. your music does not contain high frequencies (heavily clamped mp3)
2. treble strangled by the equalizer
3. hearing problems ... excuse me for
the fact that when shorting the capacitors you hear how the tweeters start working - on them medium frequencies begin to fall, which are much larger and they are more audible.
the failure of the capacitors, well, this is unlikely, and both of them, the film ones could close in theory, but this is also fantastic.
