Creating text games - are there simple tools?

Are there any other tools for text-based, non-graphic games of a descriptive kind - "you are standing at a crossroads, you see two roads" that are
free,
do not require a special player to run the game, and
are easy to use.
Something that could automatically, without manually entering the code, place links "road one" leads to "location one", clicking on "road two" leads to "location two" and at the output of the game, let's say in epub format, well, or at least would html?

Games in epub and html? Are you seriously? Not well, html is still okay, but epub is an electronic book format, no logic can be sewn up there.
