Creating symlinks in Windows 8.1

The version of the operating system is, alas, not Pro.
In the non-pro version, the ability to configure group policies is cut out, there is no access to the gpedit snap-in. So giving permission to my user to create symlinks (using mklink) is not possible, they can only be created when running cmd as an administrator.
Is there anyway to give this permission?

Create a symbolic link.
MKLINK Link Purpose
/D Create a symbolic link to a directory.
By default, a symbolic link to the file is created.
/H Create a hard link instead of a symbolic link.
/J Create a connection for a directory.
Link The name of the new symbolic link.
Destination The path (relative or absolute) to which the
new link refers.
