Creating anime and 2d cartoons in 2020?

I read a lot about it on the Internet, basically it all comes down to creating layouts (scene / background) and manually drawing cels animators (animated part of the picture).
Is everything so sad in 2020? Has anyone worked in this area? are there any other alternatives? than frame-by-frame drawing
