Creating a TAP (L2) tunnel between Cisco 2911 and iRZ RL11w Mobile Router?

There is a Cisco 2911 with Internet access. There is an iRZ RL11w Mobile Router with TAP (L2) support and UDP protocol. 97c0d04815ea4501bfc1d74a6e032b15.jpg
How to set up a TAP ( L2 ) tunnel, at least without authentication and encryption, so that they can see each other. Knowledge on this issue is at a minimum, I ask for at least a detailed action plan (what to read and study in order to do this) or at least an approximate configuration. I really ask for help. thanks in advance.

If Cisco's memory serves me right, devices do not support OpenVPN, so there can be no talk of a tunnel using this technology between these devices. It is possible to put a PC with OpenVPN behind Cisco and by throwing a port on it, connect RL11w to it via OpenVPN.
Again, OpenWRT is installed on RL11w - you can fix something and raise the tunnel to another technology, for example, to IPSec.
