Creating a site violation of rights?

Goodnight! Such a question: I want to create a movie site for watching movies, TV shows, etc. If I download content in the public domain to my server, and then launch it from my site, do I need copyrights or agreements between the parties? Wouldn't that be a violation?

If you agree with the copyright holder and he gives such permission (preferably in writing) - no. Otherwise, it will.
Licensing is based on the principle "everything that is not allowed is prohibited" (default deny), so if I post the most stupid video on tyrnet, but do not indicate that it can be freely distributed, I do not give rights to anything at all :D
That the fact that something can be freely downloaded on the tyrnet does not mean at all that you can also post it freely - that site may have an agreement with the copyright holder :)

Broadcasting of any film is permitted only under the license of the copyright holder/distributor.

If I download free content

If you found drugs on the street (they were freely available on the street) and then went to sell them, would that be a violation?

Free access != free to copy.
If we are talking about films and series, then the rights to them belong to the respective companies, and they very rarely (never) give permission for free copying, display, and viewing.
