It is necessary to write a "user group alert" application. The bottom line is that there is a regular user group that can receive notifications from the main user group. I would like to ask for advice: in which direction to move, what to read, what to study, and in general, where to start? Do I understand correctly that it is necessary to implement a server with a database? What is needed for this?
